Expiry review - Pipe fittings for butt welding

By Resolution 552/2020, the Ministry of Productive Development opened expiry review processes of antidumping measures that were imposed by Resolution 1181/2015 of the former Ministry of Economy and Public Finances. The latter established -for a five-year period- a minimum FOB export value of 4.67 USD/Kg for exports into Argentina of pipe fittings for butt welding -elbows, except for 180° elbows and reduction elbows, and tees- made of carbon steels, in various forms, manufactured according to ASME B16.9 and ASTM A234 or equivalent standard (IRAM 2607, etc.), of external diameters equal or greater than 60.3 mm (2’’ designation) and less or equal to 323.8 mm (12’’ designation) in standard and extra heavy thicknesses originating from China, that classifies under Mercosur tariff positions 7307.19.20 and 7307.93.00. The review was requested by the Chamber of Steel Pipe Manufacturers (CYTACERO). 

Until the review processes are concluded, the measures imposed by the former Ministry of Economy and Public Finances will remain in force. Interested parties who prove their interest will be able to download the questionnaires on the website of the National Foreign Trade Commission (Comisión Nacional de Comercio Exterior), in order to participate in these investigations and access the filing.

Antidumping measures - Poly (ethylene terephthalate)

By Resolution 553/2020, the Ministry of Productive Development closed an antidumping investigation for exports into Argentina of poly (ethylene terephthalate), in the form of granules, with a viscosity index of 78 ml/g or more but not exceeding 101 ml/g originating from the Sultanate of Oman, that classifies under Mercosur tariff position 3907.61.00. The investigation was requested by DAK Americas Argentina S.A. 

The Ministry established an “Ad Valorem” anti-dumping duty, based on the informed FOB values and for a five-year period, of: i) 9.57% for the exporter OCTAL SAOC FZC; and ii) 10.27% for the remaining exporters of the Sultanate of Oman.
