COVID - 19 - Export permit
EXPORT PERMIT -
Resolution 140/2020 of the Ministry of Productive
Development, published on April 7, 2020, established that companies interested
in exporting goods comprised by Decrees 301/20 (oxygen therapy devices) and
317/20 (among which are medications such as paracetamol and interferon, alcohol
in its various forms, gloves and protective clothing, disinfectant detergent,
cloth chinstraps, diagnostic devices, portable respirators and general medical
equipment) must, for the purpose of processing the corresponding export permit:
(i) be registered in the Unified Registry of the Ministry of Production; and
(ii) enter to the Formalities at a Distance platform of the Electronic Document
Management System and access to the procedure "APPLICATION FOR EXPORT
PERMIT. DECREES NOS. 301/20 and 317/20" as appropriate, and complete the
form which template is available (only in Spanish) here.
The request must be submitted before the Directorate of Exports (which
will in turn grant intervention to the Undersecretariat for Drugs and Strategic
Information of the Ministry of Health's Secretariat for Access to Health), who
will issue a decision within a maximum of ten days, based on the local supply
needs of the involved goods and their coverage. The Directorate of Exports
shall analyze the information and documentation submitted by the requesting
company, as well as that provided by the Authority on the health matters
required in consultation, and shall prepare a technical report including the
conclusions reached regarding the submitted application, based on the total
coverage of the local supply needs of the involved goods. Lack of response from

Once the aforementioned procedure is completed, if
applicable, the export permit will be issued in accordance with the template
attached to the Resolution available (only in Spanish here) here, which will be
valid for 30 calendar days from its issuance and must be presented by the
interested companies, prior to the export.
Decree 317/2020, published on March 28, 2020, established the requirement of a special export permit for those exporting supplies identified as critical in the annex to the Decree, among which are medications such as paracetamol and interferon, alcohol in its various forms, gloves and protective clothing, disinfectant detergent, cloth chinstraps, diagnostic devices, portable respirators and general medical equipment. The measure includes and extends the provisions of Decree 301/2020, which had established a similar measure only in relation to oxygen therapy devices.
The Decree empowers the Ministry of Productive Development to pass supplementary and clarifying regulations that may be necessary for purposes of implementing this measure, and that it shall establish the criteria to issue export authorizations, subject to the full coverage of local supplies of those products.
The measure does not cover exports destined for the Special Customs Area (province of Tierra del Fuego) or those derived from the extraction of goods from free trade areas as defined by the Customs Code.
